The Federal Government has given human resource officers across the federal public service a 12-month deadline to obtain professional certification as part of ongoing efforts to strengthen capacity, accountability, and professionalism within government institutions.
The directive was announced by the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, during the inauguration of a strategic partnership between the Office of the Head of the Civil Service and the Chartered Institute of Personnel Management (CIPM).
Walson-Jack said the initiative is designed to align public sector human resource practices with global standards while improving efficiency in personnel management across ministries, departments, and agencies.
She noted that effective human resource management plays a critical role in achieving public service reforms and ensuring that government institutions deliver services more efficiently.
According to her, the certification requirement will help equip HR professionals with modern skills needed to address emerging workplace challenges and evolving workforce demands.
The Head of Service explained that the partnership with CIPM would provide a structured framework for professional development and continuous learning among HR personnel.
She added that certified professionals are better positioned to implement best practices in recruitment, performance management, employee development, and workplace relations.
The government believes the move will contribute to building a more competent and responsive civil service capable of supporting national development objectives.
Officials said the certification requirement will apply to officers performing human resource functions across federal government institutions.
The initiative is also expected to improve consistency in HR policies and strengthen compliance with established professional standards.
The Chartered Institute of Personnel Management welcomed the development and pledged support for the implementation of the programme.
CIPM officials described the partnership as an important milestone in advancing professionalism within Nigeria's public service workforce.
The institute stated that certification would enhance credibility, improve decision-making, and promote ethical conduct among HR practitioners.
Experts have long argued that strengthening human resource management is essential for improving productivity and service delivery within the public sector.
They note that government reforms often depend on the quality of personnel management systems responsible for recruitment, training, and performance evaluation.
Observers also believe that professional certification can help bridge knowledge gaps and encourage the adoption of internationally recognized HR practices.
The development forms part of broader public service reform efforts aimed at modernizing government operations and enhancing institutional effectiveness.
Analysts say investment in workforce development remains crucial as the public sector adapts to technological changes and increasing expectations for efficient service delivery.
With the new directive now in place, affected officers are expected to begin the certification process within the stipulated period.
The government expressed confidence that the initiative will strengthen the capacity of HR professionals and contribute to a more effective and results-driven civil service.
