President Bola Tinubu has approved the free formalization and Corporate Affairs Commission (CAC) registration of 250,000 Micro, Small and Medium Enterprises (MSMEs) across Nigeria in what is being described as one of the largest business support initiatives targeted at small enterprises in recent years.
The initiative is expected to remove one of the biggest barriers faced by entrepreneurs—the cost of formal business registration—while helping thousands of business owners transition from the informal sector into the formal economy.
According to reports, the programme will be implemented through a partnership involving the Corporate Affairs Commission and the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN).
The free registration scheme forms part of the Federal Government's broader efforts to strengthen Nigeria’s MSME ecosystem, promote entrepreneurship, encourage business growth, and expand economic opportunities across the country.
Government officials noted that millions of Nigerian businesses remain outside the formal sector due to registration costs, bureaucratic challenges, and limited awareness of the benefits of formalization.
As a result, many entrepreneurs are unable to access grants, loans, government interventions, training programmes, and other opportunities available to registered businesses.
The new initiative seeks to address these challenges by covering registration costs for eligible enterprises while integrating beneficiaries into SMEDAN’s national MSME database.
Through the database, participating businesses will gain access to various support services, including capacity-building programmes, technical assistance, market linkages, mentorship opportunities, and potential funding opportunities.
Officials believe that expanding the number of registered businesses will improve economic inclusion, increase business sustainability, and create more opportunities for growth across different sectors of the economy.
The CAC is expected to forgo billions of naira in registration fees in order to make the programme possible, underscoring the government's commitment to supporting entrepreneurship and enterprise development.
Registrar-General of the CAC, Hussaini Ishaq Magaji, has previously stated that reducing the cost of formalization is critical to helping small businesses gain legitimacy and unlock bigger opportunities for expansion.
Similarly, SMEDAN officials have emphasized that formalization serves as the gateway to accessing many government and private-sector support programmes available to entrepreneurs.
